MSHA has authority to promulgate (publish) regulations for the mining industry. The regulations, once promulgated, are codified (organized) in the Title 30 of the Code of Federal Regulations, Parts 1-199.
MSHA is required to do an economic analysis of most rules before they become final. MSHA is also obligated to minimize the amount of paperwork imposed on mine operators. MSHA usually understates both the economic impact and paperwork burdens of its rules.
