Section 104(a)

Citations are the primary tool through which MSHA enforces the requirements of the Mine Act and the regulatory requirements set out in 30 C.F.R. Because most citations are issued pursuant to Section 104(a) of the Mine Act, they are commonly known as “104(a) citations.”
